Why the Whiskey Rebellion?

The history:
The Whiskey Tax was the first tax levied on a domestic product by the newly formed Federal Government to pay debts incurred in the Revolution. Farmers and distillers on the frontier took issue with it and formed a rebellion that George Washington personally stopped alongside regular army, US marshals, and militia from four states.
There was no confrontation. Those who were arrested were acquitted or pardoned. However, in the years that followed, distillers on the frontier were found to be all but impossible to tax.
